Since 1972, the Advocacy Center has helped St. Joseph County residents facing a financial crisis find assistance and trusted referrals through the county's faith communities.
Dollar Energy funds Status: Dollar Energy funding is NOW available to eligible St. Joseph County residents who have an AEP/Indiana Michigan Power electric disconnection notice or who are already disconnected.
Emergency help, one neighbor at a time
The Advocacy Center is not a walk-in office. Contact us first by email, and we will guide you through the next step. In some cases, we can arrange an in-person appointment.
We review each request, help with applications and connect you with other agencies when we cannot help directly. URC does not provide gas cards. Requests beyond the services listed are reviewed case by case.

✔ Help with electric disconnection through the Dollar Energy Fund
✔ Up to $250 once per year for eligible Indiana Michigan Power (AEP) customers
✔ Help obtaining ID documents such as birth certificates, with an agency referral
✔ Referrals to other local agencies and programs
✔ Volunteer follow-up until the process is complete
What we provide
Eligibility note
For Dollar Energy help, your own payment plus the grant must be enough to prevent disconnection.
URC must collect proof of income for the prior 30 days (paystubs, proof of benefits, etc.)

Required documents for application:
Valid Identification (driver’s license, state-issued ID, South Bend resident ID, passport or other such identification)
A copy of the billing for the account, if the request is for utility assistance OR the account number
